Dr. Albert S. Meinheimer (Richard Griffiths) is very respected scientist who has a new discovery. He plans to announce to the world that he discovered the new source of energy that can be used in the future. But, this doesn't impress the traditional oil, coil and nuclear energy moguls at all. One of the industrials and king of the oil, Quentin Hapsburg (Robert Goulet), kidnaps Dr. Meinheimer and replaces him with a decoy who is going to have a more favourable report. It is Lt. Frank Drebin's (Leslie Nielsen) assignment to rescue Dr. Meinheimer and to save the world from the evil industrial. Jane (Priscilla Presley), the doctor's secretary helps Frank fight the terrorists and they are reviving passionate love affair they used to have in past.
