Judith Carr, (Gina Gershon) has been promoted to the head of FEMA. She has inherited a government agency plagued by disaster after catastrophic disaster. Chicago has been destroyed by a storm that does not seem to be waning. As the storm grows in power, other problems are on the horizon. Famous tornado chaser, Tommy Tornado (Randy Quaid) with the help of Faith Clavell (Shannen Doherty), a scientist trying to redeem herself provide help to FEMA. Other monster storms begin to appear around the world causing global panic. Fueling the fire, televangelists, Donny and Penny Hall (James Brolin, and Swoosie Kurtz) as they claim the end of times. Unfortunately, this causes some fundamentalists to act out the ancient plagues of Egypt as told in the Bible. The storm finally reaches epic proportions over the nation’s capitol, Washington D. C.
