The idler sprocket shown was employed to provide a ball-bearing spinning mechanism for superior free-wheeling action and longevity.  Simplier spinning mechanisms can be used for a lighter duty Prize Wheel or if your parts budget is limited.  Within the plans, recommendations for such simplifications and cost cutting approaches have been discussed, but, not detailed with exact specifications since I did not build my prize wheel that way.   The discussion should be sufficient to guide you through those alterations none-the-less.
